There are a number of approaches to packaging Pd and its libraries for Debian.  The '''puredata''' and '''gem''' packages have been in Debian for many years.  Then others were added more recently.  The most recent push for libraries is based on the [[LibraryTemplate]].  You can see the maintainers of various Debian packages and what they maintain here:

Currently, most of the Pd packaging work is happening in the [http://wiki.debian.org/DebianMultimedia/DevelopPackaging Debian pkg-multimedia team].  It is very easy to join, just sign up for the list and send an email saying you want to be added to the team.
